Resurfacing approximately 33 miles of residential streets damaged following the 2017 Tubbs Fire
Santa Rosa, CA – On September 26, 2023, the Santa Rosa City Council approved the contract award with Argonaut Constructors Inc. of Santa Rosa to begin construction on the $21.8 million Coffey Park and Fountaingrove Neighborhood Roads Disaster Recovery project. A resolution was also approved to accept a Community Development Block Grant Disaster Recovery (CDBG-DR) grant award of $13.8 million from the California Department of Housing and Urban Development (HUD). This infrastructure recovery project is expected to begin construction in October 2023, with an anticipated completion in spring 2025.
In addition to the $13.8 million in CDBG-DR grant funding the City received from HUD, funding sources for this critical infrastructure recovery project also include approximately $5.6 million in PG&E funding, as well as funding from Capital Facility fees, Utility Impact fees, and Measure M traffic relief funds.
Given the immense scope and nature of this project, 33 miles of residential streets over an 18-month period, the City approved a contract with Data Instincts of Windsor to provide public outreach communications and community engagement associated with the Coffey Park and Fountaingrove Neighborhood Roads Disaster Recovery project. Data Instincts will participate in on site construction meetings and activities, and respond to residents’ concerns in-person, by phone through the 24/7 project hotline, and through the project website and various online tools. Project updates and road closures will be placed on the project website that will be available prior to the start of construction.
Residents directly impacted by this project are sent two advance project notification letters a few months and two weeks prior to the start of the project providing project details and contact information. A project specific website and 24/7 hotline will be available to residents prior to the start of construction. Residents may also subscribe to receive email updates on this construction project by visiting the project recovery webpage on the City’s website www.SRCity.org/RoadRecovery. This project is anticipated to require 18 months to complete, weather permitting.
The Coffey Park and Fountaingrove Neighborhood Roads Disaster Recovery project will resurface 33 miles of residential City streets damaged following the 2017 Tubbs Fire. Two pavement treatment options will be applied to resurface the pavement on this project. One pavement treatment option will involve a mill-and-fill asphalt replacement and the other involves dig-out repairs and application of a latex-modified, high-volume traffic slurry seal treatment. The type of pavement surface treatment applied to a street depends on the pavement condition of the roadway. Pavement surfaces with localized damage will receive isolated repairs followed by application of a latex-modified, high-volume traffic slurry seal treatment to protect and extend the service life of the roadway, consistent with International Slurry Surfacing Association guidelines. More severely damaged pavement will receive mill-and-fill asphalt replacement, where the top layer of pavement will be milled and removed then filled in with new hot-mix asphalt.
Once Argonaut Constructors prepares the daily schedule map for pavement treatment, the schedule will be posted publicly to the City’s website www.SRCity.org/RoadRecovery. The contractor will notify residents at least 72 hours prior to the start of construction on their street. Access to driveways will be limited and street parking will be restricted during the resurfacing process. During construction, residents mail delivery and garbage pickup will continue. Though temporary impacts to residents are inevitable, our goal is to recover and improve our community infrastructure without creating any more disturbance than necessary.
